Summary:imageAs part of the feasibility study on tidal power project in the Severn Estuary the Sustainable Development Commission lead an investigation into possible approaches to novel habitat compensation. We concluded that whilst it may be possible, it is a highly controversial issue that will require considerably more research, coupled with open and transparent public and stakeholder engagement and has the potential to set precedents both in the UK and across Europe.

We are confident, however, that our investigation has started an important and timely debate, and represents a real opportunity for the broadening of thinking about biodiversity conservation in the face of the twin challenges of climate change itself and the scale of energy infrastructure development that will be need to be put in place across the EU.
