At the end of 2008 a team of SDC Commissioners and policy analysts carried out a thorough short-listing exercise. It looked at every idea, using the following criteria as a guide: potential to inspire change; potential to have a significant impact on sustainability in the UK; and likelihood of creating some kind of shift in the next 3-5 years (or progress towards a longer term change).
We shortlisted 40 ideas that we felt had the potential to make a real difference to the future sustainability of the UK. We then wanted to test these 40 ideas with a wider audience to get feedback on the strength of enthusiasm for the idea, its potential to have an impact on sustainability, whether there are any possible barriers, whether there are any routes that can be identified to help make the idea happen, and whether there are examples in the UK or elsewhere of this idea already working that we can learn from. We launched an online discussion forum and invited comments through our website. Over 200 individual comments were submitted, all of which were used to inform the selection of the final 19 Breakthrough ideas.
