The Sustainable Development Commission has initiated, with Defra’s support, a major new stakeholder and consumer engagement project around the Supplier Obligation post 2011.

The Supplier Obligation is an innovative policy instrument currently being developed by Defra.

It aims to transform the market for the supply of domestic energy, by giving suppliers and consumers a shared incentive to reduce carbon emissions from homes. For more information, please view Defra's website.

Policy development is still in the early stages, and there is an opportunity to identify and explore the range of options that could be developed for reducing household emissions. There is also an opportunity to explore how consumers might respond.

The SDC project will bring together a Core Group of stakeholders, to develop a range of possible offerings for reducing household emissions. These will then be explored with consumers in discussion groups around the country. The outcomes of the project will form part of the evidence base that will feed into the public consultation Defra has committed to publishing in Autumn 2008.

Throughout the project, ideas and findings will be explored with a stakeholder E-group, which will act as a sounding board and provide responses to the unfolding work of the Core Group and the consumer discussion groups.

How the E-group will work

The E-group will be sent information between Core Group meetings, with specific questions or requests for responses on particular issues. The responses will be collated by the Sustainable Development Commission, and will feed into the Core Group’s next discussions, and / or the planning of the consumer discussion groups (depending on the stage the project has reached).

The E-group will be a Yahoo! Group, which means that responses will be shared with the whole group, as well as being stored in a message archive on the group web page. No special software is needed, just an email address. Once you have joined the group, every time someone emails a query or posts some news, the email is circulated to everyone automatically (you can set preferences for how this reaches you).
